What the permesso di soggiorno is
It is the permit issued by the Questura (the police immigration office) to non-EU citizens who want to stay in Italy for more than 90 days. Every permit has a purpose (work, study, family, protection, elective residence, etc.) which determines what you can do in Italy and for how long.
If you entered with an entry visa, you have 8 working days from arrival to apply. The application receipt (ricevuta) lets you stay legally while it is processed.
Most common permit types
| Purpose | For whom |
|---|---|
| Employment / self-employment | Employees or self-employed workers |
| Family reasons | Spouses, children and parents of legal residents or Italian/EU citizens |
| Study | University students or students of recognised courses |
| Job seeking (attesa occupazione) | People who lost their job and are looking for a new one |
| Elective residence | Retirees or people with their own income who don't work in Italy |
| Special / international protection | People who cannot return to their country |
| Medical care, minors, assistance to minors | Special situations provided by law |
| EU long-term residence | Legal residents for 5 years or more (permanent permit) |
How to apply: postal kit or Questura
- Postal kit at authorised Poste Italiane offices (Sportello Amico): work, study, job seeking, long-term and others. You pay the fees and get an appointment at the Questura for fingerprints.
- Directly at the Questura: family reasons in many cases, protection, asylum and special situations.
Then comes the fingerprint appointment (fotosegnalamento) and finally collection of the electronic permit. A mistake in the kit (wrong form, missing document, wrong purpose) can cause months of delay or a rejection.
Renewal: when and how
Renewal must be requested before expiry; the law says at least 60 days before. If the deadline has passed, all is not necessarily lost: courts accept late renewals for justified reasons and short delays, but the longer you wait, the higher the risk of rejection.
Converting one permit into another
Many permits can be converted without leaving Italy, for example:
- From study to work (employment or self-employment).
- From family to work.
- From seasonal to non-seasonal employment, with a contract and requirements.
- From special protection to work, where current law still allows it.
Each conversion has different requirements; some depend on the Decreto Flussi quotas.
