Decreto Flussi: the main route
The government sets entry quotas for foreign workers (the Decreto Flussi) on a multi-year basis. The Italian employer files the nulla osta (work authorisation) application online on the set dates (click day). With the nulla osta, the worker applies for a visa at the Consulate and, once in Italy, signs the contract and applies for the permit.
There are quotas for non-seasonal employment, seasonal work (agriculture and tourism), domestic and care work and some for self-employment.
Entry outside the quotas
- EU Blue Card: highly qualified workers with a degree or equivalent experience and a minimum salary set by law.
- Researchers, university professors, executives and specialised staff.
- Intra-company transfers and some athletes, artists and professionals.
Self-employment and entrepreneurs
To work for yourself you must show funds, the licences required for the activity and accommodation. There is also a visa for innovative startups. It requires careful preparation of the project and documents.
If you are already in Italy
With a study, family or other compatible permit you can often convert it to a work permit without leaving Italy. If you lose your job, you can apply for a job-seeking permit (attesa occupazione).
