What the Decreto Flussi is
It's the system Italy uses to set how many non-EU workers can enter for work each year. The Italian employer files the application; with the work authorisation (nulla osta) the worker applies for a visa at the Consulate. 2027 is part of the 2026–2028 three-year plan.

How many places
For 2027 there are 165,850 places: 89,000 for seasonal work, 76,200 for non-seasonal employment and 650 for self-employment. Places run out fast; on click day, order of arrival matters.
What changed: max 3 applications per employer
Under Decree-Law 146/2025, a private employer filing on their own can send no more than three applications a year. The cap doesn't apply when filing through employer associations, authorised professionals or staffing agencies.
How to prepare
- Workers: secure a concrete job offer and have translated documents ready.
- Employers: check the requirements and pre-fill by 7 December.
- Filing through a professional avoids errors and the 3-application cap.
Frequently asked questions
Can I apply myself as a worker?
No. The Italian employer files the application; the worker then applies for the visa with the nulla osta.
I'm already in Italy without a permit. Does the Decreto Flussi help me?
Generally not: it's designed for people entering from abroad. Other regularisation routes should be assessed.
